(a) WSSC, where feasible and in the best interest of the Commission, shall engage in efforts to unbundle (segment or break up) large contracts to make them more accessible to SLBEs; and

(b) WSSC shall encourage prime contractors to subcontract portions of work that they might otherwise perform with their own resources. (REG-PROC-SD-2017-005 § V(A))
