In accordance with Title 20, Subtitle 3 of the Public Utilities Article, Annotated Code of Maryland, the Washington Suburban Sanitary Commission’s (WSSC) small local business enterprise (SLBE) program is intended to assist small businesses located in Montgomery County and Prince George’s County, Maryland, by establishing a competitive business program or subcontracting or other appropriate preferences in connection with the award of construction, architectural and engineering (A&E), goods and services and professional services contracts by WSSC. The program was established in 2001 by the Commission with intent to provide additional race- and gender-neutral remedies for the Commission to use in its efforts to ensure that all segments of its local business community have a reasonable and significant opportunity to participate in WSSC-funded contracting opportunities.

The program was established in 2001 with intent to further WSSC’s compelling interest in avoiding either active or passive participation in private sector marketplace discrimination, and in promoting equal opportunity for all segments of the contracting community to participate in WSSC-funded contracting opportunities.
