(a) References to WSSC General Conditions and Standard Specifications for Construction and Standard Details in this chapter refer to the most current version available.

(b) New Development.

(1) Developers and builders are responsible for designing and constructing the sewers if they serve two or more proposed single-family units. Applications for service are made through the Development Services Group. WSSC does develop and maintain an active database of regions which are scheduled for development and the construction of new sewer segments. In the case of new development, the schedule will be determined by the developer and approved by WSSC.

(2) New sewer segments and connections must be designed and built in accordance with applicable WSSC Pipeline Design Manual (WSSC Chapter 11.130), General Conditions and Standard Specifications for Construction, and Standard Details for Construction.

(3) The materials, methods, and construction of new sewer segments and connections are subject to WSSC inspection and approval.

(c) Service to Replace Septic Systems.

(1) Failing septic systems are documented by each county health department and public sewer is made available if financially feasible.

(2) Applications for service are processed through the Development Services Group.

(3) The status of all applications and resulting contracts for the construction of new sewer segments and/or connections to serve areas with failing septic are actively maintained by WSSC in a central database for new sewer construction. The schedule for construction is dependent on WSSC completing the design plans and the homeowner meeting project conditions such as paying the service connection fee and a deficit amount, if applicable.

(4) New sewer segments and connections must be designed and built in accordance with applicable WSSC Pipeline Design Manual, General Conditions and Standard Specifications for Construction, and Standard Details for Construction.

(5) The materials and methods of construction of new sewer segments and connections will be subject to WSSC inspection and approval.

(d) Materials Selection. Refer to the WSSC Pipeline Design Manual, General Conditions and Standard Specifications for Construction, and Standard Details for Construction for materials selection requirements. Copies of the table of contents for each of these documents are included as Appendices B, C and D, respectively.

(e) Site Conditions and Materials Handling. Refer to the WSSC Pipeline Design Manual, General Conditions and Standard Specifications for Construction, and Standard Details for Construction for site conditions and materials handling requirements. Copies of the table of contents for each of these documents are included as Appendices B, C and D, respectively.

(f) Sanitary Sewer Pipe Placement. Refer to the WSSC Pipeline Design Manual, General Conditions and Standard Specifications for Construction, and Standard Details for Construction for sanitary sewer pipe placement requirements. Copies of the table of contents for each of these documents are included as Appendices B, C and D, respectively.

(g) Installation of Sewer System Appurtenances. Refer to the WSSC Pipeline Design Manual, General Conditions and Standard Specifications for Construction, and Standard Details for Construction for installation of sewer system appurtenances requirements. (h) Sewer Connections. (i) Installation of Manholes. (j) Field Testing Following Installation.
