WSSC will develop a collection system operations and maintenance plan which will include procedures for ensuring that new sewer segments are designed and constructed to prevent sanitary sewer overflows and new connections of stormwater inflow. The O&M plan will include procedures for testing of new sewer segment installations. These requirements will become enforceable within 90 days following entry into the Consent Decree. (CUS 07-11 § IV)
