(a) “Levels of background investigations” means the four levels of background investigations conducted by the Human Resources Office and the four levels of background investigations conducted by the Police and Homeland Security Division (PHSD).

(b) “Maryland Police Training Commission (MPTC)” means the organization established by state statute in 1966 to set standards for initial selection and training of all governmental law enforcement officers in the State of Maryland, and to otherwise upgrade the professionalism of these officers.

(c) “Material of significance” means potentially disqualifying information or derogatory information regarding the employee, specific job applicant, contractor or requestor, discovered during a background investigation (at any level) to be seriously considered in deciding to hire or to provide access to WSSC property or to WSSC plans, drawings or other records and information. Disqualifying information is that information which a reasonable person would believe adversely impacts the employee’s or job applicant’s ability to meet job requirements or increases the likelihood that the employee, applicant, contractor or requestor’s behavior will subject the Commission to unacceptable risk.

(d) “Truth verification device” means a device used by PHSD in one-on-one testing to detect deception. (Amended during 2019 codification; REG-HRM-HR-2014-005 § II)
