(1) WSSC shall encourage prime contractors to mentor MBEs or WSSC-approved SLBEs to gain experience, contacts, and resources necessary to compete for contracts.

(2) Any mentor-protege relationship shall be based on a written development plan, approved by WSSC’s OSDI, which sets forth the objectives of the parties and their respective roles, the duration of the arrangement and the services and resources to be provided by the mentor to the protege.

(3) MBEs or WSSC-approved SLBEs involved in a written mentor-protege development plan must be independently certified with respect to their small and local, or MBE status.

(4) WSSC’s OSDI shall monitor these mentor-protege relationships with the support of the appropriate WSSC personnel.
