(a) One Bid Received. If only one responsive bid is received in response to an invitation for bids (including multi-step bidding), an award may be made to the single bidder if the Procurement Officer finds that the price submitted is fair and reasonable and that the bidder is responsible; alternatively, the bid may be rejected and:

(1) New bids or offers may be solicited after the solicitation is canceled; or

(2) If the Chief Procurement Officer so determines, an emergency procurement may be made, as appropriate.

(b) One Proposal Received. If only one proposal is received in response to a request for proposals, the Procurement Officer may make an award, or it may cancel the solicitation and re-solicit for the purpose of obtaining competitive sealed proposals with concurrence of the using department.
