(a) Excavations. In all cases, the plumber is responsible for the excavation to the main and manhole. The excavation shall be safe, and when necessary, shored to meet WSSC safety standards and applicable MOSH standards by the plumber. Utility Services crews are not to perform any work if the ditch is not up to WSSC safety standards.

(b) Right-of-Way Water Service Taps Two Inches and Under.

(1) WSSC will provide the following material:

(i) Corporation stop.

(ii) Short piece of copper tubing, five feet maximum.

(iii) Curb stop.

(iv) Valve box for one-and-one-half-inch and two-inch connections only. (The plumber will provide curb boxes for services less than one and one-half inches.)

(2) The plumber will excavate and shore as required.

(3) The Utility Services crew will tap the main, install the corporation stop, install the short length of copper tubing, and install the curb stop as close to the main as is practical.

(4) The plumber will connect to the curb stop, install the curb box or valve box, run the pipe on property, backfill, and restore his excavation.

(5) The WSSC responsibility for the right-of-way water tap will be the main line, the length of copper service (five-foot-zero-inch maximum), the curb stop, and the valve box.

(c) Right-of-Way Water Service Taps Three Inches and Over.

(1) WSSC will provide the following material:

(i) Tapping sleeve.

(ii) Valve.

(iii) Accessories (cement and extension stem if needed).

(iv) Valve box.

(2) The plumber will excavate and shore, as required.

(3) The WSSC will install the tapping sleeve, valve, and make the tap. (Montgomery County – Northern Zone Crew; Prince George’s County – Southern Zone Crew.)

(4) The plumber will connect to the valve, set the valve box, and restore his excavation.

(5) The WSSC responsibility for the right-of-way water tap will be the main line, tapping sleeve, valve, and valve box.

(d) Outside Meter Right-of-Way Taps.

(1) WSSC will provide the following material:

(i) Corporation stop.

(ii) Short pieces of copper pipe, five feet maximum.

(iii) Meter setting (yoke, meter housing, risers, house-side couplings, frame and cover, etc.).

(2) The plumber will perform all excavations, shoring and backfill.

(3) The WSSC Utility Services crew will:

(i) Meters one and one-half inches and smaller: tap the main, install the corporation stop, and install the meter setting (yoke, house and street side risers (five feet maximum each), house-side coupling).

(ii) Meters one and one-half inches and larger will be installed at the same time the tap is made by the tap crew. The tap crew will use the permit number from the work order in order to obtain a meter from the meter shop. The meter needs to be in place at the time the meter box is set to ensure the proper fit.

(4) The plumber will connect to the house-side coupling and install the pipe on property.

(5) The plumber will connect to the curb stop, install the curb box or valve box, run the pipe on property, backfill, and restore his excavation.

(e) Right-of-Way Sewer Service Taps to Mains.

(1) WSSC will provide the sewer saddle.

(2) The plumber will make the excavation in preparation for the sewer tap.

(3) The WSSC Utility Services crew will tap the main and install the sewer saddle.

(4) The plumber will connect to the saddle, run the pipe on property, and backfill the excavation.

(5) WSSC’s responsibility will be the main line and the saddle.

(6) If a drop house connection is to be installed, the sewer service must be four inches or six inches in diameter. See WSSC’s Standard Specifications.

(f) Right-of-Way Sewer Service Taps to Manholes.

(1) WSSC will provide a stub outside the manhole wall eight inches long.

(2) The plumber will make the excavation in preparation for tapping the manhole.

(3) If a drop house connection is to be installed, the sewer service must be four inches or six inches in diameter. See WSSC’s Standard Specifications. One manhole stub will be provided.

(4) The WSSC Utility Services crew will:

(i) Tap the manhole.

(ii) Install the stub.

(iii) Construct the channel within the manhole.

(5) The plumber will connect to the manhole stub, and run the pipe on property. If a drop connection is required, the plumber will construct the drop connection.

(6) WSSC’s responsibility will be the manhole and the pipe stub. (Amended during 2019 codification; W 5.0 S 3.0 § II, dated June 4, 1997)
