(a) Benefit assessments for private systems are levied in accordance with the Public Utilities Article, Annotated Code of Maryland, and as further amplified in the Commission’s Property Assessments Manual, WSSC Chapter 5.65, and in this chapter.

(b) If existing lines are situated on the site which must be abandoned, any portion of the lines not used for continued service must be abandoned at the owner’s expense and may additionally be subject to redemption rules for prior assessment levies, for all or portions of line segments abandoned.
