(a) “Commission staff liaison” means a Commission employee who serves as staff liaison to an official Commission board.

(b) “Dependent” means a child under the age of 13 or a spouse or other relative that lives with the volunteer board member over half the year who is physically or mentally not able to care for oneself. Persons who cannot dress, clean, or feed themselves because of physical or mental problems are considered not able to care for themselves. Also, persons who must have constant attention to prevent them from injuring themselves or others are considered not able to care for themselves.

(c) “Official Commission board (board)” means a body duly constituted by the Commission for assistance, advice and/or legislative or adjudicatory decision-making relating to official Commission business functions such as the Customer Advisory Board, Dispute Resolving Board, Plumbing Board, Ethics Board, and Retirement Board of Trustees. Employee boards such as the Fitness Center and boards of separate legal entities such as the Federal Credit Union and Water Babies are not included.

(d) “Volunteer board member” means a person that volunteers to serve without compensation on a Commission established board. Commission employees or contractors shall not be considered volunteer board members. (REG-ADM-CS-2013-002 § II)
