(a) Specifications. WSSC shall offer debriefing sessions to unsuccessful bidders or responders to RFPs. The sessions should be published on the Supplier Portal System, or any successor Web-Based Compliance System thereto, web page and included in the notice of intent to award to unsuccessful bidders. WSSC shall make a proposal and statement of qualification standards of the successful bidder available upon request. Debriefings are conducted at the request of the supplier after the issuance of the notice to proceed and in response to a written request submitted to the Chief Procurement Officer or designee.
