(a) Specifications. WSSC, where feasible and in the best interest of the Commission, shall engage in efforts to unbundle (segment or break up) large contracts to make them more accessible to MBEs or WSSC-approved SLBEs and shall engage in efforts to require or otherwise encourage prime contractors to subcontract portions of work that they might otherwise perform with their own resources.
