This chapter applies only to contracts solicited or entered into on or after the effective date of the regulations codified in this chapter. Nothing in this chapter, or in instructions or procedures promulgated hereunder, shall prevent WSSC from complying with the terms and conditions of any grant, gift, bequest, or cooperative agreement.
