This manual describes how WSSC’s staff, specifically its Property Assessments Section, will administer the Public Utilities Article, Division II, Title 25, Subtitle 2, Annotated Code of Maryland, covering assessment of front foot benefit charges. Any conflict that may exist between any provision of this manual and the Public Utilities Article will be resolved in favor of the latter statute.
