The Public Utilities Article, § 25-203(b)(2), Annotated Code of Maryland, states that the classification of a property is subject to revision by the Commission if the use of the property changes. This process, known as reclassification, occurs when a change has occurred in a property’s usage, recordation or ownership, and that change requires a change in the property’s existing front foot benefit charges.
