The Washington Suburban Sanitary Commission, which serves the Washington Suburban Sanitary District, will issue debt, as needed, to fund projects included in the Commission’s capital improvements program (CIP) and other budgeted capital projects, such as the water and sewer reconstruction programs.

Debt levels and their related annual costs are important long-term obligations that must be managed within available resources. This debt policy will be used in conjunction with the operating and capital budgets, the CIP and other financial policies. (REG-FIN-FI-2015-002 § IV)
