The Washington Suburban Sanitary Commission (Commission or WSSC) recognizes the need to establish a debt policy to provide parameters for issuing and managing debt. A comprehensive policy will improve the quality of decisions, provide justification for the structure of the debt issuance, and demonstrate a commitment to long-term financial planning. Adherence to this debt policy will signal to the residents of the Washington Suburban Sanitary District (“the District”), rating agencies and the capital markets that the Commission is well managed and should meet its obligations in a timely manner.
