Under certain circumstances, primarily as a service to its customers, the WSSC will allow a requesting individual, firm, or agency to temporarily use a WSSC fire hydrant to draw water. If the applicant has a permanent metered water service, the applicant will not be permitted to use a hydrant to meet a need which, in WSSC’s judgment, can be met by the applicant’s metered service. However, such an applicant will normally be allowed to use a hydrant once a year to fill a swimming pool. An applicant who does not have a metered water service will generally be allowed broader but temporary use of a hydrant, provided such use is not intended to circumvent the normal WSSC requirements to secure a permanent metered service. Any applicant allowed to use a hydrant, a “permittee,” must operate the hydrant in strict accord with all conditions listed on the permit, including metering all water use. He/she is also required to use all backflow protection equipment deemed necessary by WSSC to prevent water system contamination. A special water meter with fire hydrant attachment accessories will be issued to the permittee. The permittee will be responsible for ensuring that all attachments to the meter are left in place and for any damage that occurs to the meter, its accessories, or any fire hydrant. The permittee will be required to provide a deposit at the time the meter is issued, and will be charged for the water used, as well as all applicable service charges and repair costs when the meter is returned. If backflow prevention equipment is required, the cost and means of providing such protection shall be the responsibility of the permittee. (CUS 96-01)
