(a) WSSC may issue an estimated bill in accordance with WSSC 3.25.050 where a water meter cannot be read because WSSC cannot gain access to it.

(b) 

(1) For inside meters only, a card may be left at the property prior to issuance of the estimated bill requesting that the customer read the meter and report the reading by either:

(i) Contacting WSSC; or

(ii) Completing and returning the card to WSSC.

(2) If WSSC leaves a card requesting a reading and no meter reading is received by WSSC within 10 days, WSSC shall issue an estimated bill.

(c) For inside and outside meters, if WSSC is required to issue a second estimated bill due to meter inaccessibility, WSSC may notify the customer that water service will be terminated unless:

(1) A reading is provided; or

(2) WSSC is allowed to access the meter.

(d) Where a water meter is inaccessible due to weather conditions, WSSC may issue an estimated bill. (Res. 2019-2220)
