(a) In this chapter the following terms have the meanings indicated.

(b) “Average daily consumption” or “(ADC)” means the average number of gallons of water consumed at a property per day, as determined by dividing the total gallons of water passing through a meter between one meter reading and another by the number of calendar days that have elapsed since the last meter reading.

(c) “Comparable average daily consumption” or “comparable ADC” means a property’s ADC one year earlier during the same or roughly the same period as the bill for which correction or adjustment is requested, as long as the current customer and the same number of occupants resided at the property during the earlier period.

(d) “Current ADC” means the ADC of a property, measured for a minimum 10-day period following a repair or following a high billing period.

(e) “Multi-unit commercial property” means any multi-unit, nonresidential property that is directly billed by WSSC and used as a business.

(f) 

(1) “Multi-unit residential property” means a multi-unit residential housing property with two or more units that is directly billed by WSSC.

(2) “Multi-unit residential property” includes a mixed-unit residential/commercial unit property.

(g) “Over-registering meter” means a meter or submeter that is:

(1) Two inches or smaller tested by WSSC according to the American Water Works Association (AWWA) standards and found to be registering more than 101.5 percent of the water passing through the meter; or

(2) A similarly tested meter that is larger than two inches found to be registering more than 103 percent of the water passing through the meter.

(h) “Single-unit commercial property” means a single-unit, nonresidential property that is directly billed by WSSC and used as a business.

(i) “Single-unit residential property” means a single-unit property exclusively used as a residence and directly billed by WSSC.

(j) “Under-registering meter” means a meter or submeter that is:

(1) Two inches or smaller tested by WSSC according to the AWWA standards and found to be registering less than 98.5 percent of the water passing through it; or

(2) A similarly tested meter that is larger than two inches found to be registering less than 97 percent of the water passing through it.

(k) “Vandalism” means willful or malicious destruction or damage of property. (Res. 2023-2352; REG-CUM-CC-2018 § II)
