(a) “Authorized designee” means a person authorized by the Washington Suburban Sanitary Commission to purchase and maintain records of issuance and payment of State of Maryland uniform civil citations.

(b) “Authorized personnel” means a person authorized by the Washington Suburban Sanitary Commission to issue State of Maryland uniform civil citations. (GM 08-01 § II)
