Pursuant to the Public Utilities Article, § 17-403, Annotated Code of Maryland, the Commission has general authority to adopt rules and regulations to carry out the provisions of Division II of the Public Utilities Article, and those of any other laws the enforcement and administration of which are vested in the Washington Suburban Sanitary Commission. The Public Utilities Article, §§ 24-202 and 24-203, Annotated Code of Maryland, expressly direct the Commission to adopt regulations to implement those sections. (REG-WWM-CC-2015-002 § III)
