In part, the 1985 policy was initiated in response to changes in technology and structuring of public utilities through deregulation that had taken place since 1961 and to avoid the somewhat restrictiveness in meeting the basic intent of the 1961 policy and the practices of WSSC since its inception. This was done while still keeping the basic integrity of the 1961 policy. Currently deregulation has continued its march forward. The Public Service Commission no longer regulates types of companies that are allowed in the 1985 policy to be on our structures. In the year 2000, WSSC recognizes that technology advances create new forms of wireless communication (nongovernmental) entities that also warrant WSSC’s support in meeting a common need, thus, this policy language is being again modified to be consistent with this philosophy.
