(a) Release of Sewer Facility Projects – Entire Contract.

(1) The CTSS will release a sewer facility project upon receipt of the certificate of substantial completion from the Contract Manager (CM). The CM is responsible for assuring that the sewer facility is ready for release and that there are no defects requiring interruption of service to correct.

(2) The CTSS will release the facility by:

(i) Checking the plans and drawings of the sewer lines to be released for downstream limitations or other constraints which may prevent the sewer from being used.

(ii) Checking with the Soils Unit Supervisor to ensure that compaction results meet contract requirements and contract can be released for service.

(iii) Completing a record of water and sewer release. Copies of this release will be forwarded to all parties listed on that document. The original will go to the WSSC Assessments Office.

(iv) Sending the applicant a standard letter of notification that the facility has been released.

(v) The receipt log will be updated with the release number and date, and the date of receipt of the certificate of substantial completion.

(vi) The release date and the log number will be entered on the contract card in the contract card file.

(vii) Input release information into computer.

(viii) Providing a copy of the certificate of substantial completion to the Chief Construction Estimator for warranty inspection.

(3) Five working days from receipt of the certificate of substantial completion from the CM, the CM is responsible for assuring that the CTSS receives:

(i) Design critique.

(ii) Sewer house connection final.

(iii) Copy of the request for as-built survey.

(iv) Final inspection punch list, including the results of air tests and description of underground ties, if applicable.

(4) The CTSS will date stamp each document and acknowledge receipt of the documents on the enclosed check list and return it to the CM.

(b) Release of Water Facility – Entire Contract.

(1) The CTSS will release a water facility after receiving the certificate of substantial completion from the CM. It is the CM’s responsibility for assuring that the water facility is ready for release and that there are no defects requiring interruptions of service.

(2) The CTSS will record the receipt of the certificate in the zone book.

(3) The CTSS will release the facility by:

(i) Checking with the Soils Unit Supervisor to ensure that compaction results meet contract requirements and contract can be released for service.

(ii) Completing a record of water and sewer release. Copies of this release will be forwarded to all parties listed on that document. The original will go to the WSSC Assessments Office.

(iii) Forwarding a standard letter to the applicant announcing the release.

(iv) The receipt log will be updated with the release number and date, and the date of receipt of the certificate of substantial completion.

(v) The release date and the log number will be entered on the contract card in the contract card file.

(vi) Input release information into computer.

(4) Five working days from the receipt of the certificate of substantial completion from the CM, the CM is responsible for assuring that the CTSS receives:

(i) All water ties.

(ii) Design critique.

(iii) Final inspection punch list showing no defects which would require interruption of service to correct.

(iv) Copy of the request for as-built survey.

(5) The CTSS will date stamp each document and acknowledge receipt of the documents on the enclosed check list and return it to the CM.

(c) Releasing Water and Sewer Facilities on the Same Record of Water and Sewer Release.

(1) This procedure covers the condition where the CM wishes to release both water and sewer on the same record of water and sewer release, thus releasing the entire water and sewer contract at one time. The CTSS will release both water and sewer facilities upon receiving the certificate of substantial completion from the CM.

(2) The CTSS will log the date of the receipt of the certificate in the CTSS zone book and check the plans and drawings to ensure that there are no limitations to putting the facilities in service.

(3) If the certificate of substantial completion is in order, the CTSS will release the contract by:

(i) Checking the plans and drawings of the sewer lines to be released for downstream limitations or other constraints which may prevent the sewer from being used.

(ii) Checking with the Soils Unit Supervisor to ensure that compaction results meet contract requirements and contract can be released for service.

(iii) Completing a record of water and sewer release. Copies of this release will be forwarded to all parties listed on that document. The original will go to the WSSC Assessments Office.

(iv) Forwarding a standard letter to the applicant announcing the release.

(v) The receipt log will be updated with the release number and date, and the date of receipt of the certificate of substantial completion.

(vi) The release date and the log number will be entered on the contract card in the contract card file.

(vii) Input release information into computer.

(4) Five working days from the receipt of the certificate of substantial completion from the CM, the CM is responsible for assuring that CTSS receives:

(i) All house connection and field finals.

(ii) Design critique.

(iii) Final inspection punch list.

(iv) Copy of the request for as-built survey.

(5) The CTSS will date stamp each document and acknowledge receipt of the documents on the enclosed check list and return it to the CM.

(d) Release of Water and Sewer Facilities for Maintenance Only.

(1) Releases for maintenance only are done because, while the utility’s construction may be complete, it cannot be put into service because: it has no outfall, putting it into service is dependent upon the future completion of another project, or the facility is not, as yet, connected into the existing (live) water and/or sewer system.

(2) The CTSS will release a contract for maintenance purposes only upon receiving from the CM the certificate of substantial completion. CTSS will review the contract plans and determine if the only facility (or part thereof) can be released for maintenance only.

(3) The CTSS will log in the receipt of the certificate in the zone book and complete a record of water and sewer release stating on that document that the release is for maintenance only.

(4) The CTSS will note the date of the release for maintenance only in the contract card file.

(e) Partial Releases of Water and Sewer Facilities.

(1) This procedure covers the condition where the CM wishes to release part of a water and/or sewer contract. The CTSS will release those parts of water and/or sewer contract via written request from the CM.

The CTSS will release those parts of a contract requested by the CM upon receipt of:

(i) A certificate of substantial completion noting what parts of the project are to be released.

(ii) A completed partial release for service request form listing the house connection permit numbers included in the request.

(2) The CTSS will check the contract plans for any limitations to putting the partial release into services.

(3) The CTSS will release these parts of the contract requested by:

(i) Entering in the computer the date the connection was buried for only those permits ready for release.

(ii) Noting on the contract card the date of each partial release.

(iii) Hold the documentation until final release.

(f) Rush Release of Water and Sewer Facilities.

(1) This procedure covers the condition where the Contract Manager wishes to release water and sewer facilities quickly to satisfy agreements between a developer, contractor, municipality, and the WSSC.

(2) The Construction Manager or Construction Division Manager phones the CTSS with:

(i) The contract number, project, contractor, contract date, what parts of the contract are to be released, and the date of substantial completion.

(ii) In the case of partial releases, the Construction Manager or Construction Division Manager must supply the house connection permit numbers included in that portion of the project to be released.

(iii) The date(s) that the water lines passed their chlorination tests.

(3) The CTSS will record this information and confirm there are no limitations to releasing the facility for service.

(4) Within 10 working days, the CTSS must receive:

(i) A certificate of substantial completion.

(ii) All house connection and field finals.

(iii) Final inspection punch list.

(iv) Copy of the request for as-built survey.

(v) For partial releases, a completed partial release for service request form.

(5) The CTSS will date stamp each document and acknowledge receipt of the documents on the enclosed checklist and return it to the CM. (CON 95-03 § III)
