(a) “Change order” means written order to the contractor authorizing an addition, deletion, or revision to the work to be performed under the contract and/or authorizing an adjustment in the contract price and/or contract time.

(b) “Field order” means a written order to the contractor issued during construction by the WSSC’s representative for interpretations, clarifications, and other instructions as to the intent of the contract documents.

(c) “Utility erosion and sediment control permit” means the permit issued for the control of erosion and sedimentation on underground utility projects in Prince George’s and Montgomery Counties as issued by the Engineering and Environmental Services Division.

(d) “Utility erosion and sediment control plan” means the drawings, notes, and standard details referring to the control of erosion and sedimentation on a specific project, as approved by the Engineering and Environmental Services Division.

(e) “Violation notice” means the written notification issued to the permittee by the Sediment Control Inspector for noncompliance with the utility erosion and sediment control permit or plan. The notice will include a description of the areas of noncompliance, instructions for compliance, and a date for compliance, and will state that if compliance is not achieved, the utility erosion and sediment control permit will be suspended.
