(a) It will be the responsibility of the Permits Processing Section to receive the permittee’s written request for a construction permit.

(b) It will be the responsibility of the Permits Processing Section to obtain a permit number from the Water and Sewer Reports Section and assign it to the project as well as notifying, in writing, the General Accounting Section and the Bureau of Planning and Design of a request for a construction permit and the number assigned to the permit.

(c) Upon receipt of notification that a construction permit has been requested, the Bureau of Planning and Design will assign the project to the appropriate section for coordination of design. The Water and Sewer Design Section will coordinate the review and approval of water main and sewer projects. The Planning and Engineering Division will handle all projects, such as pumping stations, treatment plants and storage facilities. The Planning and Engineering Division will be responsible for assigning a Project Coordinator for a turnkey project.

(d) The Water and Sewer Design Section and/or the Planning and Engineering Division, as appropriate, will be responsible for providing the permittee and/or his engineer the necessary engineering and technical criteria prior to beginning of any design.

(e) Design plans will be accepted by the Water and Sewer Design Section or the Planning and Engineering Division. Once design has commenced, the Water and Sewer Design Section or the Planning and Engineering Division will handle all contact with the permittee and/or his engineer relative to status of design matters. Although the permittee is solely responsible for obtaining all other necessary permits, the Water and Sewer Design Section will be responsible for responding to any inquiries the permittee may have regarding any other permits required for the project.

(f) The Water and Sewer Design Section or Planning and Engineering Division will be responsible for notifying the Legal Office if an operating agreement is required for a project and for coordinating the engineering aspects of the agreement. The operating agreement must be executed by the permittee and the Commission prior to the Commission accepting any facilities for operation, but not prior to issuance of the construction permit.

(g) Upon completion of the plans and specifications and review of the engineer’s estimated construction cost for the project, the Permits Processing Section will be notified by the appropriate section in the Bureau of Planning and Design that the actual permit can be prepared and what, if any, legal or engineering special conditions should be incorporated into the permit. The permit fee will be computed by the appropriate section in the Bureau of Planning and Design and will notify the Permits Processing Section of the amount in order that the fee can be obtained from the permittee. On turnkey projects, an estimated fee will be contained in the permit and provisions for invoicing the permittee the actual cost, including overhead, for the permit and inspection fee can be covered in the operating agreement or the memorandum of understanding prior to Commission acceptance of a facility for operation.

(h) The Permits Processing Section will prepare the permit document in duplicate, incorporating all special conditions and permit fee. Both copies of the document will then be forwarded to the permittee for execution, denoting acceptance of any and all conditions. Upon return of both copies of the document, accompanied by the requisite fee, the permit, in duplicate, will be forwarded to the appropriate section in the Bureau of Planning and Design for simultaneous signing of plans, specifications and permits by the Director of the Department of Engineering.

(i) Following signature by the Director for the Department of Engineering, the permit documents will be returned to the Permits Processing Section for distribution. The original, fully executed document will be forwarded to the permittee constituting the issued permit, and the duplicate will be retained by the Permits Processing Section for the duration of the project. The Permits Processing Section will distribute copies of the permit to the State of Maryland Environmental Health Administration, Department of Health and Mental Hygiene, as well as the following Commission Offices:

(1) Secretary.

(2) Treasurer.

(3) Legal Office.

(4) Department of Engineering.

(5) Department of Maintenance and Operations.

(6) Bureau of Construction.

(7) Bureau of Maintenance.

(8) Bureau of Operations.

(9) Bureau of Planning and Design.

(10) Facilities Maintenance Division.

(11) Operations Division.

(12) Planning and Engineering Division.

(13) General Accounting Section.

(14) Project Management Sections.

(15) Water and Sewer Design Section.

The Water and Sewer Design Section or the Planning and Engineering Division will be responsible for distribution of plans and specifications to appropriate offices within the Commission, depending on the nature of the project.

(j) It is the responsibility of the Bureau of Construction to ensure that all construction of water main and sewer projects are built or installed in accordance with the plans and specifications and are complete and operational. On turnkey projects, as phases are completed, the Project Coordinator will obtain from the permittee quality assurance reports on all construction, to ensure that facilities are constructed in accordance with the Commission’s performance and technical criteria as approved. Various sections within the Bureaus of Construction and Planning and Design will provide any necessary support required by the Project Coordinator.

(k) The Bureau of Construction or the Project Coordinator will notify the Department of Maintenance and Operations and any other affected Commission offices when facilities are structurally complete in order that necessary chlorination tests or start-up can be conducted prior to the facilities being placed in service.

(l) The Bureau of Construction or the Project Coordinator will be responsible for obtaining an acceptable as-built drawing prior to any facilities being placed in service.

(m) On water main projects, Maintenance Management will notify the Bureau of Construction when chlorination tests have been satisfactorily completed and the facilities can be placed in service.

(n) The Bureau of Construction or the Project Coordinator, on turnkey projects, will determine that all conditions of the permit and any other operating agreements have been met and will prepare a letter for the Director of the Department of Engineering to so advise the permittee that the facilities can be placed in or accepted for service. Copies of this letter will be sent to the State Department of Health and Mental Hygiene and all affected Commission offices.

(o) Upon receipt of a copy of the above-mentioned letter, the General Accounting Section will close out the permit number and so notify all appropriate offices in order that further charges will not be made against the permit number after facilities have been placed in service. The general account numbers will then be utilized for accounting purposes in accordance with the definition of “account numbers” in WSSC 11.135.020.

(p) At such time as any temporary facilities are ready to be abandoned, the Bureau of Planning and Design should be advised by the appropriate Commission office in order that the permittee can be notified to undertake the necessary work.

(q) In the event the permittee does not move forward in a timely fashion to complete the abandonment or the abandonment is not completed to the satisfaction of the Department of Maintenance and Operations, the Legal Office will be so advised in order that necessary legal action can be initiated.

(r) Upon successful completion of the required abandonment, the Department of Maintenance and Operations will notify the General Accounting Section and the Legal Office in order that any deposits, letters of credit, or bonds, together with any rights-of-way in favor of the Commission, can be released to the permittee.
