(a) Submit a Request. Vendors will submit a request for review of a new product to the EESD.

(b) Review Request. The request may be routed for review by members of EESD, including an identified subject matter expert. This review will focus on the value, quality and risk characteristics determined by EESD to represent an acceptable product in the system. If the EESD review determines that the product is acceptable, then the product may be sent to the appropriate end user for review. The end user may provide feedback to EESD on the value, quality and risk of the product within their particular functional area.

(c) Additional Investigation. If the EESD expert or the end user determines that additional investigation is needed, then EESD may send the product to a consultant for additional investigation or determine an alternative method of investigation.

(d) Testing. If EESD or the end user determines that field testing is needed prior to acceptance, EESD will assign this product to an internal expert to arrange for the field test. EESD will work with Procurement to contact the vendor to get a signed hold harmless agreement before the field test is performed. If the product is a proprietary product of a vendor, EESD may work with Procurement and the vendor to arrange a field test at no cost to the Commission. Under WSSC 6.15.230, the participation of the vendor or vendor product in a field test will not be considered an unsolicited offer of purchase by the Commission. Once the field test is completed, EESD will route the field testing results back to the expert and end user for review.

(e) Approval Recommended. If the product is recommended for acceptance into the system, the product will be forwarded to the Council. The Council may review the proposal and give approval to the product. Once approved, EESD will update any special details, the appropriate sections of the construction specifications, notify Materials Management to add the part to the purchasing system if required, and send an approval letter to the vendor that includes the language that approval of the product in the specification is not an authorization or guarantee that WSSC will purchase the product.

(f) Disapproval Recommended. If the request is recommended for disapproval, the vendor will be notified of the action. Vendors may resubmit the product with additional information and request a second review. (Document dated May 17, 2017 § V)
